Recently I haven't been seeing a lot of mono-white decks in the top8s.
The Parfait list seems to be good and in my experience can be really competitive...
What do you think is the best build for a mono white deck?
Why cannot they emerge?

Like everything else in Type 1, it depends on the metagame.  Unfortunately, Parfait pretty much loses to two powerful decktypes right now - Stax and Tendrils combo.  Land Tax is a powerful weapon against Stax, and Orim's Chant against Tendrils - so it's not hopeless - but these are still very unfavorable matchups.
Just about every large tournament will have adequate representation of these two decks, so it's very hard for Parfait to top 8.
