If I mind's desire with 10 copies and theres only 8 cards in my library, do i lose, or does that only happen when a spell or ability says to draw a card and you have no cards to draw?

You just get the eight, and do not lose. As you said, you only lose if you are forced to draw a card and cannot. It's kind of similar to Goblin Charbelcher with no lands in your library or Oath fo Druids with no creatures. I suppose it's even more similar to Demonic Tutor with no cards left, if you'd ever do that.
