Dump your hand in the graveyard, fetch Yawgmoth's Will and win right now, for one black mana? You've got to be kidding. Or cast this in response to LED? This card is super broken because:
1) One black mana to cast.
2) Instant speed.
3) Super powerful effect.
4) No drawbacks.

Even if it is balanced in other formats (and this I don't even know), this card has no place in T1. And don't argue that discarding your hand is evil, because the graveyard is a very nice place to have cards when playing black. In fact, your card could be something like this.

NAME
B
Instant
You win the game.

OK, make it RFG.
I was trying to make a playable but not abusive tutor, and forgot graveyard interactions. In its current form it could still be good with Draw7, but is it too good?

For general purposes, you should post your changes in bold caracters in a separate post so we can see the original version.

By the way, it was:
Frantic Consulation
B
Instant
As an additional cost to play Frantic Consulation, discard your hand.
Search your library for a card, and put that card into your hand. Then shuffle your library.

Even by removing the hand from the game, it's still an instant Demonic Tutor for one mana and this is very powerful. Demonic Consultation was restricted and it's ability to fetch cards way a lot more risky. And if you dump a hand that has few cards, this is no big deal.

As a general rule, I believe tutor effects are like draw 7 effects: they're difficult to balance and the margin between too good and not good at all is very thin. Even something like this would be too powerful:

Weeny Demonic Tutor
2B
Sorcery
Search your library for a card and put that card into your hand. Then shuffle your library.

As you see, this is right between Demonic and Diabolic Tutor, but it's still too powerful IMHO. So instant Demonic Tutor for B is a big no.
