Brainstorming names resulted in "Law of the Jungle," which I recalled was a poem by Rudyard Kipling. The ability really doesn't have anything to do with the poem (although the poem did yield some decent flavour text). It's just an ability that I think fits well with the name and is definitely appropriate for the colour. I initially had this costed at  {G}{G}, but Kowal helpfully informed me that even at  {G}{G}, this isn't really playable. That may be true, but this is notably better than [card]Rite of Passage[/card], so I didn't feel comfortable making it any cheaper. It's a fun, flavourful Timmy card, in any case.

I think it is fine. The ability is very Green although, as you mentioned, the name and the card don't really match. I think it is a reasonable casual card as a creature pumper for 4 mana is pretty weak (compare to Crusade, this would be initially weaker, equal after 1 attack [so still weaker for that attack phase] and only better after 2 successful attacks plus it doesn't pump up new creatures. As a result I think it is rather weak, which is not in itself a huge problem as it is only a card for casual decks anyway.
I think there is room to upgrade it.
There are two ways to go:
1. Even more casual
If three or more creatures have attacked this turn, you may play ~THIS~ without paying its casting cost
2. More powerful
Whenever a opponent is dealt combat damage by a creature you control, put a counter on ~THIS~. Creatures you control get +X/+X where X is the number of counters on this.
(the aim is to make it trigger once per combat, although I can live with First Strike making it trigger twice)
This second one is a touch White as it smacks of military experience and tactical awareness rather than hunting experience although I guess even cats need to learn how to hunt.

I'd have no problem with that. 1GG for the current version or even GG for a traditional Green all creatures effect.

(not sure about the wording)
That is still rather weak and not constructed worthy for 2GG. But It would be funnier in casual games and reflects the "law of the jungle" name : the more a creature attacks and survives in combat, the stronger it becomes.
