I was reading MaRo's Common Courtesy and wanted to make a red instant that pumps power and either grants first strike or haste.  A Lightning Reflexes or Reckless Charge type effect.
One of my favorite mechanics is cycling, and I love the Onslaught cycling cards that granted minor effects.  I wanted to explore that design space a little further.

[Cycling Reckless Charge] - {1} {R}
Sorcery
Target creature gets +3/+0 and gains haste until end of turn.
Cycling R
When you cycle ~this~, you may have target creature gain haste until end of turn.

Current Version:
Rally and Charge - {1} {R}
Sorcery
Target creature gets +3/+0 and gains haste until end of turn.
Cycling R
When you cycle Rally and Charge, you may have target creature gain haste until end of turn.
Soldiers! Form up! Charge!

I like this card. It's very simple. I think you can remove the "you may" from the cycle ability for extra elegance.

How about choosing a non-legend creature? Otherwise he is a UG instant Wrath of Frog.

Added a name: Rally and Charge.  Rally represents the power boost, Charge is the haste ability.

You know what irks me the most?
That MaRo had the audacity to taint the good name of the Rakdos by including a justification for HoFLong in their article.
