Phyrexian Relic comes into play with three charge counters on it.
Whenever a player plays a creature, if that player played that creature from his hand, remove a charge counter from Phyrexian Relic.  If you do, remove that creature from play.

What happens to the removed creature? Is it RFG'd, returned to their hand, or just put in the graveyard?

Isn't this a more expensive, less durable [card]Portcullis[/card]? OK, so they go for good, but I still don't like this.

Combo Dude, it is worthwhile to note that this only triggers when the creature is put into play from somebody's hand. This card does approximately the opposite of a card I proposed recently, called Right of Birth, which punishes people for playing creatures except creatures played from the hand. This card costs {7}, so I don't see any harm in it. There are much better lock pieces for much less mana. This definitely does feel Phyrexian in nature, though, since I can readily imagine Phyrexia rewardin people for reanimating creatures, but not for casting them.

This card is horribly bad, because it costs 7. Is there a fair, lower cost?

What if it costed (3) so that it was castable by a lotus or MWS but only came into play with 1 or 2 charge counters. It would slow down aggro but also make you wait to hardcast a juggs or welder. And in standard or limited it becomes colorless dark banishing type of effect and (7) mana is way to expensve for that especially considering that its symmetrical.
