Focus Rage
{U}{U}
Instant
Target creature gains "If a spell or ability could target this creature but doesn't, change the target to this creature (This ability does not end at end of turn)."

Does Focus Rage sound too red?  If so, I'll change the name.

Please tell me that this ability is still blue...

CURRENT WORDING:

Focus Rage
UU
Instant
Target creature gains "If a spell or ability could target this creature but doesn't, change the target to this creature (This ability does not end at end of turn)."

Not only does the name sound to red, but the ability this card grants is white. This is essentially an instant-speed version of Coalition Flag. In a lot of ways, this is probably better than Deflection or Shunt -- and it's certainly better than Meddle. I'm not sure what I want done with this card, but I am sure that I don't like it the way it is now.

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.

you might want to think of giving the card the extra ability: 'Enchanted creature's type is Flagbearer'.  So that way it uses the "mechanic" that apoc used since its the same mechanic like coalition flag:

Coalition Flag can enchant only a creature you control. Enchanted creature's type is Flagbearer. If an opponent plays a spell or ability that could target a Flagbearer in play, that player chooses at least one Flagbearer as a target.

Because if not it may be too powerful because you could target opponents creatures (which rules but is it to much? or is it making the mechanic playable)

Actually I think in the rules creature type flagbearer is not automatically gifted with the "flagbearer" ability.  It's just that they all have the ability printed on them.  So you'd need to spell out the entire wording anyway.
