This is a great idea.
It could also be worded as:
Each permanent has "This card can't attack and activated abilities of this card can't be played unless it has been under its controller's control since the start of his or her most recent turn."
which I took directly from the CompRules definition of summoning sickness.

Rules Breaking cards are White's realm, and while this has a bit of blue's trickiness, I think it is more white.
Furthermore, I don't see the need to overcomplicate it by adding non-creature, and most of them have SS anyway, and this won't matter most of the time.

I'll use Matt's wording, but I think that it still should be blue. This card messes with timing, and time is something that blue deals with.
Also, I think that this should not affect creatures with haste anyway.

The two cards most similar in effect to this are Root Maze and Kismet, which are green and white respectively. You stuck the word "temporal" in the name, which makes it sound blue, but I would agree with Sponge that this feels more white. Anyway, White has all the cards that mess with abilities and attacking (Moat, Island Sanctuary, Humility, Abeyance, etc).
