Piper's Whim 2G
Instant - Arcane
Put a creature into play from your hand with converted mana cost 3 or less.
If Piper's Whim was spliced, instead put a creature from your hand into play with converted mana cost less than or equal to the converted mana cost of the spell Piper's Whim is spliced onto.
Splice onto Arcane G

Piper's Whim 2G
Instant - Arcane
Put a creature card from your hand into play with converted mana cost equal to or less than the converted mana cost of this spell (Splice costs are not part of the converted mana cost).
Splice onto Arcane 1G

CHANGES:
Added 1 to splice cost.
Some wording changes.

I discovered an easier way to word this!

Just use "this spell's converted mana cost."  That way it can be the 3, or the splice spells cost.

Compare to Through the Breach:

4R
Instant-Arcane
Put a creature card from your hand into play. That creature has haste. Sacrifice that creature at end of turn.
Splice onto Arcane  2RR (As you play an Arcane spell, you may reveal this card from your hand and pay its splice cost. If you do, add this card’s effects to that spell.)

Your card needs to have a significantly higher Splice cost, imo. Pretty much all Splice costs on powerful effects are highly costed, and this one is fairly powerful. <3 the awesome use of Arcane, though!

I think that the splice cost should be 1G or 2G, with 1G being FAR more powerful than 2G. G is just too low for this type of mechanic, because you can essentially get to cast 4-5 CC creatures for G.

isn't the highest price for an arcane spell five?  I added 1 to cost because to get a creature into play for free on kodama's reach, you would need to pay 3 for it then splice for 2...u get a deceiver and a kodama's reach for 1 mana cheaper than usual?  I think the cost is fine with just 1 more, of course once more expensive spells come out...it make the effect more powerful, but having that much mana let's you cast more powerful effects anyway.

Also, note the templating of Through The Breach. Yours should be

Put a creature card from your hand with converted mana cost equal to or less than the converted mana cost of this spell into play.

I think, though the converted mana cost stuff does jumble it a bit. Either way, I know it has to be a creature card you're putting into play.

It may also be confusing as to whether or not the Splice cost counts towards the converted mana cost, so you may want remind text for that. (I believe it does not, but I'm not positive.)
