None of those 2 you mentioned are useful in any deck template that might use them.
Hearth Kami is too slow for sligh, while who in the hell would use Scrapper.
Royal Sapper would be nice because it doesn't detur the speed of the deck, while still being efficient.
This point is somewhat irrelevant. Yes, artifact hate is somewhat on-colour for white, but normally when it gets artifact hate, it's tied to enchantment hate (see Terashi's Grasp). It is not appropriate, however, to argue that because the state of the art isn't playable, we have to generate a new state of the art. Whether you agree with them or not, Wizards has set down that certain functions belong to certain colours. Disregarding those boundaries will only lead to the degradation of the game. If red, white, and green are all equally and identically good at artifact destruction, then quality of artifact destruction will
never be a factor in choosing between white, red, and green. As it stands, you either have to choose between the three -- green and white couple it with enchantment destruction -- green best of all with a 2/1 body (Viridian Zealot). White gets weaker artifact + enchantment destruction, but has the strongest dedicated enchantment destruction. Red doesn't have particularly good artifact destruction, but it comes in many shapes and sizes, so if you need a cycling artifact destroyer, you have Scrap, while if you want a cantrip artifact destroyer, you have Smash.
