I'm new to Type 1, and I heard Kobold-Clamp is a good Budget deck (With 10 proxies). Here's the list I found online:

4 Bayou
2 Thran Quarry
4 Elvish Spirit Guide
1 Sol Ring
1 Mana Vault
1 Mana Crypt
1 Lotus Petal
1 Black Lotus
5 Moxen

4 Ornithopter
4 Kobolds of Kher Keep
4 Crimson Kobolds
4 Crookshank Kobolds

1 Brain Freeze
1 Tendrils of Agony

1 Yawgmoth's Will
2 No Rest for the Wicked

3 Culling of the Week
4 Dark Ritual
3 Diabolic Intent
1 Demonic Tutor

4 Glimpse of Nature
4 Skullclamp

Alright, so the engine is Glimpse + Skullclamp + Kobolds. You gain tons of mana and draw tons of cards, and finish off with Tendrils/Brain Freeze.

Is this the optimal list?

It is inappropriate to post deck lists without commentary. A good rule of thumb is that the commentary ought to take up at least as much vertical space as the deck list. You should also start by reading and perhaps by commenting in this thread, which is also about Kobold combo.

One thing that pops out at me, which I will mention now, is that your kill appears to be either Tendrils of Agony or Brain Freeze. Brain Freeze is much worse than Tendrils -- it requires a storm count of approximately 15, 50% greater than the 10 required by Tendrils of Agony. Two copies of Tendrils of Agony will serve you much better than one copy of Brain Freeze and one copy of Tendrils.

tendrils is definately the better choice over brain freeze in this deck because, you have more ways to get black mana than you do blue, so it would obviously be easier to play tendrils
