I was playing a game with some friends earlier and we realized that a lot of there are a lot of ways to get creatures into play without casting them -- reanimation, Tooth and Nail, AEther Vial, etc. It seems natural that there should be a hoser against cards that disobey the "right" way to get creatures into play. It seems like a card that is heavily associated with white. The idea of showing a bias for creatures brought into play the "natural" way is either white or green and the idea of penalizing something that's unnatural is definitely within white's tendency to make laws. I'm not really sure how to cost this. On one hand, it's really potent against a deck like Tooth and Nail, Oath, or Reanimator, but it's dead against many other archetypes. I want it to be cheap enough to be playable, but not so easy to splash that it can always be put into play early enough to shut down the decks it hoses.

That's a very interesting card and can be potentially, very powerful.
Did you consider making it gold?
1WG for the casting cost.

I think at 2W its too easily splashable as nothing more than a hose card.
Extended could abuse the heck out of this card with a few fetchlands, making it the only W card in the deck.
T1 could benefit (shuts down tinker/welder) even more easily w/ the Pearl, fetches and duals.
I think at 1GW (or possibly even GW), this would reduce the chances that this appears as an off color splash for hosing reasons only. It would still be used the way you intend, though.

Making this white AND green would make it almost completely unplayable. As it is, it's fine.
