What´s the lowest blue card count in a deck to justify the inclusion of Force of Will in it?

It depends on how many times you want to FOW during the game. If you just want to FOW once, 13 is probably decent. If you want to FOW on the long term, 16 is the minimum. The answer is really dependant on the deck you are running.

i personally believe that the required blue cards for FoW required in a deck for FoW's use is what toad said 100% i agree that 16 should be the minimum but the ideal amount would be in my opinion relevant to if you use power and your mana base
