When I started ripping music from CD to my PC the default setting was for Windows Media Files.  My brother just got a PSP and WMA are not compatible for the memory storage system PSP uses.  Is there a way to convert a WMA file to a MP3 file?

There's some program that lets you turn stuff right into PSP files. That's all I know, though.

On a related note, does anybody know where or how to turn .ogg into .mp3 or .wav?

Itunes should work for turning WMA's into MP3s. It's also free, which is convenient. Let me know if you need any help with it.

There are tons of these programs available if you use the search feature. I took the plunge using Google, and found OGG-To-MP3 Converter. Click this to download a free 15 day working trial of the program.

iTunes converts .wma to .mp3, but DO NOT LET iTUNES MANAGE YOUR MP3 LIBRARY, unless you want it all fucked up. It takes the liberty of renaming all your files and folder structure if you allow it to.

EDIT: OGG Converter is another nice 'trial' software you can download to convert everything you need.

I'm pretty sure Winamp has file-converting capabilities. I'm almost positive that it can convert WMA into MP3 and vice-versa, but I'm unsure about the OGG file conversion thing.

winamp can output mp3s isntead of sound. IIRC, WMP should be able to do the conversion too. (and I'm seconding iTunes)
