When an ability specify a target, you ALWAYS choose the target(s) at the time you play the ability (or put it in the stack if it's a triggered)
Same as spells in fact...
Also, with Charbelcher, you have to activate any regeneration/damage prevention/ etc. abilities BEFORE you start flipping cards. Once the ability starts resolving, you wont get a chance to do anything til damage has been dealt and state based effects checked (so you cant sac to a ravager to save it, gain life, etc.)
