Whenever an opponent plays a nonartifact spell, you may add one mana of of any of that spell's colors to your mana pool.

I am making this guy extremely cheap because although it looks like free mana at first glance, I don't think it's actually all that good. It is never going to be a reliable means of casting one's spells and will be able to get mana of the "right" colors only sporadically -- so it'll best be used to generate generic mana. It may discourage opponents from casting spells on your turn, but even at that, they may take advantage of your combat phase to make the mana inaccessible for casting sorcery-speed spells. I could see this card being a riot with [card]Ice Cave[/card], but that is not going to break the game.

I'm not sure how I hosed blue. Blue doesn't necessarily play any more spells than other colours. The only spells it typically plays during an opponent's main phases are counters and partially negating the effectiveness of one of blue's staple spell types is hardly a hoser. Instant-speed card drawing isn't weakened, becasuse that will typically only give an opponent mana at the end of his or her turn. So no -- I did not intend to hose blue, nor do I think that I have done so.

I don't want to close this card without some more discussion. It's a tricky sort of ability, so I'm not prepared to assume I got it right on the first try. If it really is perfect, let me know. Otherwise, I want commentary on this one.

It does what it does, if that makes sense. The ability seems fair, so I can't really think of anything to add, except that the wording has a slight English error in it (one mana of of any colour).
