I was pretty sure that this was too good to cost at {B}, even with the restriction when the card has any effect. Many decks rely on their graveyards and such decks often take advantage of cards with sacrifice effects. Even in Type 2, this is apparent with cards such as Eternal Witness and Sakura-Tribe Elder. Tormod's Crypt is effective at removing graveyards, but since it's easy to see coming, once it's on the table, nobody puts anything relevant into the graveyard unless they know how to deal with the Crypt. Plus, it hasn't been reprinted in ages. I think this propossal is a good way of enacting mass graveyard removal without being too potent of a hoser.

Removing a graveyard from the game conditionally is weak enough to merit the B. I like how much stronger fetchlands make this, but since they're not in T2, this is very fair.

I think it is completely safe at this cost, although kind of boring, and actually think that you may want to change it to something like this:

If it did something really good, then maybe. As a graveyard hoser, I don't think so.

Also, making this cheaper is really important, because you don't want to have to hold more mana open to be able to cast this on their turn.
