I'm suprised this has never been made. Go multiplayer politicking! Also, stops both stuff aimed at you and targeted draw the opponent plays (and, I suppose, Stream of Life) - does that extra functionality mean it shoud cost {W}?

Not exactly. Having to leave mana open sucks in a white deck which doesn't do much in the way of EOT instants (I was thinking of Enchantress when I made this).

It's an interesting card, but 99% of the time I can't imagine wanting to play this over Ivory Mask or Gilded Light.  There is lots of potential in the card, but it's going into design space that seems difficult to do anything interesting with (Stifle was incredibly new and sweet, it's cantripping little cousin is useless).

Anusien, there is also the notion of keeping a variety of card available even as formats rotate. Suppose we want an Ivory-Mask-like effect available for block/set drafts within our set. This is sufficiently different from Ivory Mask that it occupies the same design space without crowding it.

Specifically, I would prefer this over Mask versus most combo decks, since it's active turn two. It's probably also better than Gilded Light there, since it's uncounterable (specifically I am thinking of High Tide-style decks that draw their whole library, not Pandeburst or Enduring Renewal-style).

I long time ago I had an idea for an Ivory Mask that could be played as an instant:

You may play ~this~ any time you could play an instant for 1W. If it was played any time a sorcery couldn’t have been played, sacrifice it at end of turn.
You can’t be the target of spells or abilities.

However, the added functionality would have made the casting cost too high (greater than 2WW), in order to keep it from being strictly better than Ivory Mask.

Tying it in to Ivory Mask may be a good flavour idea. You could, for example, call it "Ivory Veil." That promotes the idea that it is like a mask, but a little bit less conceiling. You could also call it "Ivory Web," "Ivory Filigree," or "Filigree Mask" and achieve a similar connection.

This is mad strong IMHO. Gilded Light is costed {W} and is a one shot that only works on yourself. This enchantment is a Gilded Light every turn for a cheap initial investment, that also doubles as a counterspell for all targeted card draw, such as Deep Analysis, Gifts Ungiven, Ancestral Recall or Stroke of Genius. It also doesn't prevent you from using your own draw spells (contrary to Ivory Mask).

It's seriously undercosted to me.

Most draw these days isn't targeted. Standstill, Gush, FoF, AK. Also, do you really WANT a gilded light every turn? It makes you keep a lot of mana open.

Whilst I agree with Toad that this card is very strong against card drawing, I also think that it is probably weaker than it appears because of the need to keep 1W open (anyone remember trying to use Greater Realm of Preservation?). If I think a card is both too strong and too weak then it is probably balanced, at least in the world of Dandan.
