In the last SCG, Stephen Menendian played with 2 In the Eye of Chaos Maindeck.

Whenever a player plays an instant spell, counter it unless that player pays X, where X is its converted mana cost.

Is it the Solution versus Mana Drain Combos?

although he didn't top 8, it's definitely a strong card because it dodges energy flux.  Or Rebuild.
