Skeletal Vulture   Creature – Skeleton Bird 3/1 Flying Remove a creature card in your graveyard from the game: Regenerate Skeletal Vulture. *** This card is fairly typical of black vultures. It's primarily modeled after Wake of Vultures – a 3/1 flying creature for   with a regeneration ability. I think this is better than Wake of Vultures in most ways, except it is usually hard to rely on having creatures in one's graveyard. It's certainly less card-disadvantageous. If I need to add a mana cost to the ability, I will.

Just so your aware, if this card ever got made, wizards would frown on it, since they don't like doing skeltons in their artwork. Chinese government has a problem with it.

Yes, but they try not to make skeletal cards in the first place so they don't have to change the name and art.

From the "Ask Wizards" archive -- the restriction on skeletons only applies to human skeletons. Also, unless the Chinese are okay with humanoid, but not strictly human skeletons, then Flayed Nim from Mirrodin probably had to get new art as well. I'd hardly say that Wizards goes to great lengths to avoid skeletons of any sort. "We actually change art a little bit all the time because of the Chinese government's restrictions on media (overtly sexual or violent illustrations and human skeletons are not allowed). Some other examples of cards that have distinctly different art solely for Chinese release are: Raise Dead, Scathe Zombies, and Coffin Puppets. There are many more cards with little tweaks here and there, see if you can find more!

No, you may not be the first. You're just going to have to wait for somebody else to say it first and then you can say it second. That said, I'd like a little commentary on the mechanics of the card. Does the regeneration ability require an activation cost in addition to the removal of a creature card from the graveyard?

A minimal cost would be appropriate (maybe 1 mana) because this will dominate the air in limited as durable 3 power flyers often do. At least with a small mana cost it slows down your tempo and doesn't allow you to press the attack 100% by removing useless resources. Also I don't think China's problem with skeletons should stop us from making them where the flavor is there. Wizards has shown that it will do what it needs to fix the card in that one country and we don't need to bend over for the Chinese.
