Shifting Borders swaps control of 2 target lands at instant speed.  Is it possible to cast Shifting Borders, targeting my opponent's Shop and my fetchland, then pop the fetchland in response, thus netting me 1 shop and my opponent nothing?

No. Borders is an exchange, and in magic, an exchange only happens if both targets are still there on resolution.

You can, however, put Oboro, Palace in the Clouds's second ability on the stack, and then use Shifting Borders. Borders will resolve first, switching them, then you get Oboro back. You can pull a similar trick in response to a Wasteland (but not with a wasteland). Basically, if something is happening as an effect, you can resolve borders first. If it's a cost, there's no way to combine it with the borders.

For similar results, try using Undiscovered Paradise.
