When does a result of an ID become official?

When the players agree?  When they sign the slip?  When they put the slip in the box?

If players agree to intentionally draw (or ID), then it is considered official at that point (by myself at least, and a decent percentage of the judge community).  The only thing that needs to be done at this point is that the results slip should be completed to reflect the intentional draw, and the slip should be turned in as soon as possible.  Most tournaments, especially in the last round, a judge will collect all slips for matches where players agreed to intentionally draw.

If players "agree" to intentionally draw and then are watching matches in progress to determine whether they actually need to play or not, then they could be considered to be actively manipulating the results of the tournament and could face serious consequences for that.  The decision to intentionally draw is supposed to be made irrespective of matches currently in progress.

I've had it happen to me that judges won't even hand me the match slip if I ID.

In a sanctioned event? I find that hard to believe.

Some judges actually do that as a way of simply handling that quickly and without worrying about passing out the slip itself.  Plus, it also "prevents" things like I described (holding on to the slip and then deciding to play when a match screws up the Top8).

Personally, this has not been my experience and I wouldn't consider doing this, as the players should still be handed the slip in order to complete it and sign it (this is as much a question of record keeping as it is propriety with all the results).  And, certainly, this doesn't happen at the higher level events I've worked at.

At SCG Rochester (REL 3 event), I ID'd with Adam 8th round and that judge never gave me a slip.  At Chicago I ID'd with Vroman and they did give me a slip that time.
