Alright if I have an acrane labratory in play and a scepter w/mana drain on it if i play a spell on my turn my opponent counters it can i still activate the scepter or does it trip the labratory????

Scepter is activated, so no. In the future, questions like this  go in the rules forum.

If you've already played a spell this turn, you will not be able to play a spell off scetper, scepter makes you play a copy of the spell and since Arcane lab doesn't alow you to play another this turn it won't go on the stack.
