The flavor of this card alone is coming through, but I'm trying to figure out why its ability is a pack ability. Maybe help that out with some flavor text, something like:
It shows the flock where to feed.
Only not as sucky.

The flavor is strong, but I don't really see why crops give you more cards in hand (which is usually the representation of knowledge). Maybe "When this attacks, tap all forests defending player controls"?
Actually that's a pretty terrible ability, since if they have giant growth or something they can just do it in response. Still...what about "when this deals combat damage to a player, return target forest to its owner's hand"? I like that one. A good color hoser, and if green wants to stop it, it has to resort to those green anti-flying cards that it has a ton of but which never get used.

Drawing 2 cards is an awesome ability.Couldn't the Pack 2 ability be 'just' the draw a card bit with Pack 3 adding the draw a second card ability. Wording might be tricky but it would make the power level more doable (having to play with Birds let alone have 3 in play is a strong disadvantage).
Finally, don't crops usually grow in Plains rather than Forests?

I was thinking of changing the name to canopy snatcher. Like they swoop down on unsuspecting people, but if they are in the forest, they are even better at snatching things from people. I think the name would fit the abilities better.
Other suggestions? I have a lot already, but there's so many that I would like second opinions on other people's suggestions.

A high flying bird would be less able to snatch people up from a rich, thick forest because it's dense and hard to fly in. I like Matt's idea, but lacking that, I'd make the flavor more like the birds that peck at newly planted crops and eat them before they can take root. That still seems anti-White, not Green though. Does blue have a history of hosing green?

A flying Phid for 2 mana seems strong (only conditional on you having 2 Birds and Birds aren't that weak), and if you happen to see Forests this gives you Ancestral Recall card advantage every turn. I remember Storm Crow for this cost (albeit a bad card but adding 2 card draws a turn seems a hell of an upgrade).
I think Pack 2 should grant the draw a card ability and Pack 3 grant the draw a card if Forests ability.
As it stands I have issues with the power level of this.

Maro would call it Bird Brains but how about Treetop Owl (in order to explain the ability) although I admit Owls don't flock a lot. Haven't we already used Murder of Crows? We could use association with past cards to reinforce the function of this card and call it Curious Magpie.

I'm not crazy about that name. It's long and kind of clunky. "Canopy Hunter" would be adequate. I think that your suggested "Canopy Eagle" or even "Canopy Owl" (although Owls are closely associated with library manipulation) would be even better.
