The example is thus: you flashback a recoup that was in the bin, targetting a burning wish which was also in the bin.  The point is to get the recoup back to your hand, by using burning wish.

Burning Wish won't gain Flashback until Recoup has fully resolved, which includes removing Recoup from the game. This now makes it a legal target for Burning Wish.

You mean, makes it able to be found by Burning Wish when it resolves.  Burning Wish doesn't target, and cards that are not RFGed when Burning Wish is played but somehow find themselves RFG when the Wish resolves can be retreived with the Wish.
