Hi, I wanted to make a budget U/R deck. Can anyone lend some suggestions? Thanks!

I really like Drift of Phantasms because he can go tutor for Tinker or be a good early blocker. My favorite tricks are Tinker/Colossus, Welder/Slaver, and Welder/Titan (for the crazy land destruction  Very Happy).
I would really appreciate any help! I can't afford Volcanic Islands, so I put in Steam Vents. I get the new duals for $10, so it's a lot better than $25 for the original duals. I already have all of the cards for this deck besides the Vents, and I can't afford Power. So yeah. Smile

EDIT: Ah, more card explainations:

Well, it all started when I had a U/B version, and decided that red would be more fun to play. I really enjoy playing burn, but I agree that the Fire half of Fire/Ice is probably all I would need. I think that the creatures (besides Drift) are good. Masticore would enable me to dump an artifact into the yard every upkeep, so I could weld it in.
The reason why I have 8 artifact lands is because I enjoyed welding Titan in and out. The less basics I have, the less lands I have to sac.
I think the spells pretty much speak for themselves. I feel sorta bad about 3x TfK, but I couldn't think of what to take out.

Why I'm not playing in a proxy environment: I already have a 10-proxy Belcher deck made, but I want a non-proxy deck to play in sanctioned vintage tourneys (i.e. at Origins or Gen Con). I also think that Proxies are not classy, so I try to avoid them whenever I can.
What my metagame is like: I usually play with friends, but a lot of people enjoy bad Oath builds. Besides that, my meta is full of rogue jank. I live in Columbus, OH,  and Smmenen doesn't come out in public anymore to pwn anymore. Therefore, no real players to play against.
What sort of cards you do or don't have access to, especially staples like duals, fetches, Revised-era cards, etc.: I have access to any cards besides power. I'm trying to keep all cards in here below $25 each. I'm considering getting real duals and fetches, but first I have to find someone willing to trade/sell them. So, I'd be willing to get all of the non-powered necessities (except Workshop, Bazaar, Library, Drains, etc)

Just a few things off the top of my head...

I would try and add a Crucible of Worlds or two. It will help with the artifact lands/Goblin Welder Mindslaver combo.

I would also try and add 4-6 Fetchlands to go with the Brainstorms.

I am not a moderator, but they tend to lock threads that don't have too much content besides a deck list. If you could explain why you chose particular cards, it would be more helpful.

The Transmute walls... Why them over something clearly better? Personally, I would rather see Thirst x 4 and the walls x 0. They only transmute into Tinker or Thirst and if you add Thirst x 4, that would help with that. Also, your only countermagic is Force of Will. I am not trying to turn your deck into Control Slaver, but basically, you took the core pieces of CS out, and then replaced everything good with sub-par stuff (Lightning Bolts, Drift of Phantasms, 8! artifact lands).

with 4 brainstorms and 2 tops this deck is screaming for shuffle effects.  fetch's are great!  other than that you might want to look into that simulacrum guy (solenm? simulacrum or something like that) from the mirrodin block...
4 mana 2/2 arti-creature
when he comes into play search your deck for a basic land and put it into play tapped - SHUFFLE!
when he leaves play draw a card.

2 of these guys + welder goes broken real fast. you thin your deck, get tons of lands in play, draw a cards, and it makes your tops and brainstorms stronger.
