Something Old, New, Borrowed, and Blue UGR
Instant
When you play <card name> choose one:
-Return target card from your graveyard to your hand.
-Target player draws 3 cards.
-Take control of target permanent until end of turn.
-Counter target blue spell, or destroy target blue permanent.

A few points:
1) why so many abilities?
2) 3 cards for 3 mana at instant speed is so much better than those other abilities
3) if you're compensating for flexibility with a difficult casting cost, then the abilities should be fairly costed. These are close, but several are sorcery speed effects, while this is an instant.
4) why a UGR card specifically?

Something old- regrowth effect- G
Something new- drawing cards- U
Something borrowed- taking control of a permanent- U/R
Something blue- countering/destroying a blue spell- R

I just dont know how to make the whole thing cost effective.

Maybe, but that would be admitting defeat, and this is definitely salvageable. Tweak some of the abilities (e.g. draw two cards instead of three), perhaps make it so that it's only 3 abilities (c.f. the Dragon charms from Invasion), consider making it a cycle (two allies plus their common enemy), and there might be some real potential for some good cards.

You could call it "Marriage Charm" or something.  That would fit on a card.  I'm not sure if anyone would get it then though.

Draw 3 discard 1 would be a good adaptation of the draw ability.  Draw 2 might also work.  You might make it a sorcery.  You could replace the "something blue" ability with something that worked better at Sorcery speed, perhaps putting an flying creature into play or destroying multiple blue permanents.

The problem with this card is that it has too many abilities to fit flavor text.  Flavor text would really help make the idea of the card clear.

Marriage Charm 1UU
Sorcery
When you play Marraige Charm choose one:
-Return target instant or sorcery card from your graveyard to your hand.
-Draw 2 cards.
-Gain control of target creature with power 2 or less.
-Put a 2/2 creature tolken with flying into play under your control

Something old, new, borrowed, and blue.

Okay, now it's one color, and not only is it doing non-blue things, but it's doing too many of them, and too cheaply.

Yes. Or make a cycle of four different cards, but the names still can't be "Something Old/New/Borrowed/Blue." It would just have to be a neat Easter Egg for perceptive players.
