Whenever you play a card, draw a card.
Your maximum hand size is two.

Correct me if I am wrong on any of this:
- It would trigger when using Flashback or Yawgmoth's Will, or playing cards revealed with Mind's Desire.
- It wouldn't trigger on copies created by Storm or Izzet Guildmage, as they copy, but don't play.
- If you play Last Rites, you could discard the card drawn with Recycle, because it resolves before Last Rites does, and discarding is part of its effect.

Questions:
- Would it trigger for copies played with Eye of the Storm, Isochron Scepter, and the like? You're creating a copy, then playing it, and the copy counts as a spell; but I don't know if it counts as a card.
- If you play a Nostalgic Dreams, could you discard the card you draw from Recycle to it? How would this (not) work?

Your first three statements are correct.

Recycle will not trigger off Eye of the Storm, Isochron Scepter, etc. They are spells but not cards.
The discard from Nostalgic Dreams is part of the cost of the spell, and must be payed while the spell is being played, before the trigger from Recycle is even on the stack.
