Whenever an opponent successfully casts a non artifact spell, you may put a time counter on Time to Time.

{U}, remove 5 time counters from Time to Time : Take an extra turn after this one.

I made it, so there is a cheaper time walk, but with a more negative drawback. successfully cast, means you cant counter it with blue, which makes it more of a drawback. Emphasis on successful.

I am not sure about the CC or the number of counters, but I prefer losing CC and adding counters.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

Why is it 'non-artifact spell' and not simply 'spell'?

Obviously insane in multiplayer.

"Successfully cast" doesnt mean the spell is going to resolve. It just means that the spell was put on the stack. Casting a spell = putting the spell on the stack. It has nothing to do with its resolution.

non artifact because of a lot of artifact mana, and I think this card would get turns too fast.

Do you insist on having it able to net you multiple turns? Adding a self-sacrificial cost would enable lowering it's other costs, for example:

Time Distortion

Of course, this reminds me of Mystic Remora. If this was made the same way, it would look something like this:

Chronos Vapor
{U}
Enchantment
Cumulative upkeep {1}
Whenever an opponent plays a spell, you may put a time counter on Chronos Vapor unless he or she pays {2}.
Remove three time counters from Chronos Vapor: Take another turn after this one.

"Successfully cast" is no longer a part of Magic vocabulary. There are currently no cards that trigger only off spells that aren't countered. Your options are "Whenever a spell controlled by an opponent resolves, " (which is icky) or add "Whenever you play a spell, remove a time counter from ~this~."
