Bear with me here.  This is a loose premise that might need some help.

Sorcery

Each player reveals two cards in their hand.  If any of the casting costs are the same, opponent discards two cards.   If they are different, opponent draws a card.     

There are obviously thousands of variations to this premise, but does it have legs?

So you can reveal two lands and your opponent must discard?

Also, it needs to be reworded so that the cards are chosen first, then revealed all at once. As it is, the active player reveals two card, then the non-active player reveals two cards. That doesn't seem to be the intent of the card.

Don't lands have a Converted CC of 0?  Or is that just some manlands?

Let's say the card says "each player reveals two nonland cards."
You cast it.
I have a seven card hand. Or, heck, Library of Leng is out and I have a twenty three card hand.

I say that I have no nonland cards in my hand.

You cannot, through any means in the game short of calling a judge over to the table, show otherwise.

The card can't work under the rules if you ask players to reveal nonland cards.

What about this card:

Sorcery {B} {R}

Each player reveals two cards at random from their hand.  If any two revealed cards share a converted mana cost, the revealed cards are discarded.  Oherwise, each player draws a card.
