are they too powerfull? 3 mana hard counter, with possible extra mana?

R&D's current belief is that 3 mana is what a hard counter should cost. So i'd guess this effect would be around 5 mana or maybe even more.

There is also no way that R&D would ever print a cycle of 4 playable counterspells.  This would essentially constitute all of the sensibly-costed countermagic in the entire block, and would seriously influence what could be printed in the next block.  I just don't think that the concept of "a cycle of playable counterspells" is a very good one.

Yeah, I was thinking that a cycle of counterspells would make everyone want to play blue again, and that wouldnt be a good balance.

what about just one of the 4 cards? the U / B version for example?
