This sprung out of my design application.  I was trying to imagine counterspelling from White as a rules-setting perspective.  If white could make a rule, what would it do?  It would probably restrict magic altogether; cards like Rule of Law, Orim's Chant and Abeyance are aiming there anyway.

Magical Curfew - 2WW
Instant
Counter all spells.  No player may play spells until end of turn.

Current Version:
Magical Curfew - {3} {W} {W}
Instant
Counter all spells. For each spell countered this way, shuffle that spell into its owner's library.  No player may play spells until end of turn.
It takes but one word from the right mouth to silence everything from the flap of a butterfly's wing to a roaring thunder.

I would like this to remand the spells instead of countering then, and for it to get back into its correct color.

Make it counter all other spells, or it would counter itself as first part of its effect, making the second part useless.

It's odd that you would post this, as I'd been kicking this around pretty recently:

Counter target spell you control and target spell another player controls.

This is bad, but its formula is incredibly white as its effect is essentially of the same spirit as Wrath, Rule of Law, etc etc.
I think counterspelling is something that could very easily be moved to White, if it could be made symmetrical somehow.  Trouble is the very nature of counterspells precludes this.

Well, this was inspired by R&D's "What would happen if counters switched colors", but I don't think so.  I think this is very white flavored, although the word "Counter" is kind of icky.  If need be, I could eliminate the countering, and just do "both players can't play spells".
By the way, Toad, I believe you're incorrect.  Once it starts resolving, I don't believe it would counter itself, since it has already started resolving.  I can change the wording if it would be confusing.

Why?  Why is that better?  It eliminates, for example, most of the natural defenses against counters.  It lets you counter uncounterable stuff, which not only would cost this into oblivion, but doesn't really fit the flavor.

I know this isnt what you wanted....but it seems alot more logical as a blue/white multicolor card then as mono-white.

I see where you're coming from, but it was simply a suggestion; Looking at it now, I can see that this card would have to be a Stupid CC like UUWWW, were my design to be used.

Even as is, I have to agree with Zeus' suggestion of it being UW as opposed to mono-W.

I think this spell is more for white, becuase white just shouldn't counter.

#1: Should this be split second?  Something like Split Second; Counter all spells; Players can't play spells until end of turn.
#2: I'm really uncomfortable with shuffling them back into libraries.  I'd much rather word it like, "Counter all spells.  Shuffle all spells back into their controller's libraries."  It better matches Remand.
