Talk about life changes in ones life...this sorta inspired me.

Cultural Differences

{U} {W}

If you win "Casting cost/high card/dice roll. etc" you may play this card as an instant on turn 0 (whoever goes first due to pre-game win).

Global Enchantment

When ~This~ comes into play, name a card. The chosen card can not be played this game.

This card would be too good even without the first sentence; it is a much better Meddling Mage that can't be killed by creature destruction and, well, technically it can also destroy The Abyss.

I would like to incorporate some bounce mechanism into this card, but nothing is coming to mind. Maybe a cumulative upkeep or something along those lines.

What about:

Cultural Differences

{1} {U} {W}
As Cultural Differences  comes into play, you and an opponent each name a card other than a basic land card.
The named cards can't be played.
You may play Cultural Differences whenever you could play an instant without paying its mana cost if it's your first turn and you are the beginning player.

Yap, as I felt the original was too good, and Null Chamber was always an interesting card, but it was nearly unplayable when printed and obsoleted by today's standards.
