Poor green. It is supposed to be the color of nature, but this translates into its near inability to play with the stack. This means that green is poor at handling combo decks in general. However, green should have entropy, that natural force which trends all things towards disorder. Yes, black and red should better be able to create chaos and disorder directly. However, green should be the color that reminds blue mages building up their intricate edifice that Nature's rainstorm can bring down the tallest spire. In that light, I present the following card. I believe that it cleanly rewards constructing a simple deck while harming the opponent in directly proportion to the complexity of his deck. It is of course symmetric.

I don't know what color this is, but it's probably not green.  I can really see this in blue or white, but not green.  Other than that, it's pretty solid.  The name will have to change if you change colors.  I get that you're trying to design anti-combo green cards, but I don't know if this is the way to do it.  You could try something like:

Whenever an opponent plays a non-creature spell, search that player's library for a noncreature card and remove it from the game.  That player shuffles his or her library.

Why should every color be able to deal with every strategy? Let green have combo as a weakness.
