(Sorry for not having completed the cycle yet, I was busy.)

Azor's Will
{4} {W} {U}
Enchantment- [subtype]
{1} {W} {W}: Target creature becomes a 0/1 creature until end of turn
{U} : Return target permanent you control to its owner's hand.

How do you like it? I don't know whether it fits the Azorius flavor (their role in the books is crappy, if you ask me).

I think the two abilities are a bit redundant, overlapping at creatures. I rather like the second one, so you could make it noncreature permanents, or make the first one something like vigilance instead.

I've made VIgilance far too often. How about "{1} {W} {W}: Target creature becomes a 0/1 creature until end of turn". It's what bureaucracy makes of you: a sheep.

I like that. How about making it lose abilities too? Humble on a stick.
(To preempt "omg rules issues": They just printed Sudden Spoiling.)

I hesitate making "Humble"-effects. I know Sudden Spoiling, but it also confuses me sometimes (not so much as Humility, but still) because of timing issues (layer-system anyone?). I could make it, but it would also greatly improve the ability.
