Target player draws two cards, then discards four cards.

When I first saw this I thought it was crap, but now I'm starting to think it could see a little play in a deck like UbaStax. Maybe some crazy threshold/madness decks in 1.5 but alas these are the vintage forums. Anyone else thinks this could see some limited play in ubastax? Making them "draw" 2 cards and then discard 4 is amazing imo. That's +3 card advantage for you since the cards they get are on your turn they'll most likely be unable to play both of them. Then they have to discard 4!

I would think that the better target is going to be yourself to try and cycle through your deck quicker.  However the casting cost of this spell makes it's uses very limited.  I especially wouldn't want to cast it against my opponent and help them cycle through their deck.  In a format full of graveyard tricks helping them see two more cards and putting four cards  into their graveyard would be more annoying then disruptive.  After all the player could just forulate their hand for later retrieval of any card that they needed and discarded.  As a matter of opinion I would gladly be the target of Wistful Thinking because it would allow me to see more cards.

I think on a budget it might replace Bazaars but not really.  This card is too expensive and would be a good target for counters if the opponent even thought it would make a difference.  With it's casting cost you would be down a lot of mana to do anything with the cards that you drew from it.  With the way that most decks are already stream lined I don't think there is much room to swap this card in.

Well in a deck like ubastax with uba mask on the table they wouldn't get those cards in hand. Since it's a sorcery it has to be played on your turn, and if the card isn't an instant it gets removed from game, thus removing the top 2 cards from their dec, and in addition to that they must still discard 4 cards from their hand. So if you have uba mask on the table and they have 4 cards in hand, it's essentially a 1 for 4, netting you +3 card advantage.

Its a sorcery... so it's basically worthless.  If It were going to be used in Madness, you'd want it to be instant... so there are plenty of better choices.  In general this seems very far from a T1 card esp with Frantic Search, Thrist, Carefull Study, Idea's Unbound ... and I'm sure plenty of other cards ... being better.

In Uba Stax this card would be optimally effective only if you have Uba in play.  You can't assume this will be the case, and you certainly can't include cards into your build with that expectation.  Would the card be worth playing even if Uba wasn't on the board?  Probably not.  Especially for the casting cost, it is a very underwhelming card.

It's also useless if you've had Uba Mask in play long enough that they no longer have a hand.

Uba Stax has cut Wheel long ago, and it was on color. Why would they want to play worse off-color card instead?
