I think the cost is up to $10 now.  Floyd (rats60 on motl) runs these at his shop. Believe the info is:

They try to have one once a month, last one being 3-11 I think.  They are sanctioned too!

Prizes based on # of players, don't think they have less than like a blue dual for 1st and 2nd and smaller prizes for at least top 4 (like dci foils).

The last one we had the T4 prize structure was:

1st: Tropical/Volcanic Island
2nd: Taiga
3rd: Scrubland
4th: Badlands

To give you an idea of payout breakdown. There's also whatever the current Foil DCI promo's are. This past tournament there was a choice between the 5 of them.
