Can somebody explain how Teferi, Mage of Zhalfir can be used effectively?

Hello, and welcome to The Mana Drain. This is your first post, so you might be unaware that this forum functions a bit differently from most online Magic discussion sites. If you start a new topic here, then a simple decklist or a one-line question are not sufficient. Teferi can be used in many ways, from stopping a Counter deck to giving Blue a removal spell against small attacking creatures. However, in order to respond and help you, we need more information. How are you considering using him? What do you have in mind? If you just want to find current decks using him, try the helpful search function. If you have any new ideas for him that you'd like to discuss, then by all means tell us about the ideas.

Well the usual way to cast him is EOT on your opponents end step, then you untap and your opponent cant play stuff on your turn any more. Also it stops madness, and probably a few other things due to odd rulings.

Your opponent cant use counter magic once he is in play, nor can they respond to your counter magic since they cant play things at instant speed.
