I love the color blue, but ive been kind of bored with just a counterspell deck so ive wanted to spice it up. I wanna make the most annoying blue deck possible. so I thought to myself which blue type of card is most annoying....PHASING. Im trying to put together deck that utilizes phasing and mirage block cards "mirage block is always overlooked". I want it to be competive but it doesnt have have to use all mirage block. Something that can annoy but win consistently. no cluewhere to start though.

Phasing will only annoy you.  Your opponents will just be happy that your permanents aren't in play half the time.  The only non-terrible thing to do with phasing is the Sands of Time / Equipoise lock, and that's not blue at all.

Here's a better suggestion for annoying mono-blue: play a Stasis deck.  You can play the Stasis / Kismet lock in mono-blue by replacing Kismet with the color-shifted reprint from Planar Chaos, Frozen Aether.  You could even play the color-shifted Serra Angel (Serra Sphinx) as your win condition.  Play bounce spells to stall the early game and bounce your Stasis when you can no longer pay for it.  Capsize works well because once you get to 8 mana your opponent never gets another untap phase.  Temporal Adept or Heidar, Rimewind Master can also give you a permanent source of bounce.  Throw in some counters and something like Propaganda to slow the beats, and there's your deck.

It is vastly preferable that you assemble a phasing deck, play a few games with it, and then post your decklist along with any concerns that your testing has generated.  At that point, we may be able to offer more constructive and useful commentary on your idea.
