Here's a little deck I would like to spruce up a bit. This is meant to be a budget build. I just need a good manabase and then I'm good to go really.

(Insert manabase here = 12 cards)

4 Dark Confidant
4 Aven Mindcensor
4 Glowrider
4 Jotun grunt
3 Shriekmaw
2 (I need a big creature here-not sure what though)3-4 cc

4 Thorn of Amethyst
3 Chalice of the Void
1 Enlightened Tutor
1 Crucible of Worlds
3 Swords to Plowshres
3 Oblivion Ring
1 Black Lotus
1 Mox Pearl
1 Mox Jet
1 Sol Ring

The idea of this deck is to lock out your opponent before they can get a headstart, and then bring on the beats with Glowrider and other creatures.

I'll explain the non-obvious card choices

Factory's: I find them helpful, especially when my opponent has no creatures and just passes the turn. They speed up the kill.

Mindcensors: They throw off any tutors, fetches, and other crap that my opponents play. With Thorns or Chalice, they can be deadly.

Shriekmaw: These are getting tested. I like these becuase creatures are getting somewhat heavy in my meta, and it bypasses Thorns + Riders. This also gives a nice beater late game.

Chalice: These are usulaly placed at 1 unless I'm facing haevy creatures, which then I place at 2 or 3 after a good board postion. Maybe these need to come out. I'm not quite sure yet.

Crucible: I can go Crucible + Strip or Crucible  + Factory in the late game to finish off opponents.

Oblivion Rings. These things from Lorwyn are not half-bad. I would play Seals of Cleasning, but since these get creatures also, I like em.

***I need help with my manabase, a suggestion for a 3-4 drop win-con, and any suggestions to make this deck more competitive, without sacrificing too much of the budget component. Yes, duals and fetches are allowed.

Reading your list, I like the idea of BW control, though you are missing some key cards. I would suggest somehting similar to this:
