I'm looking to play combo; mind you I don't play too much combo in T1, mainly aggro-control or control. I'm looking for a combo that could be built cheaply without sacrificing too much effiency. For example, for a Storm deck, take out the off-colour moxes and put in some lands/fetches/draw. (A friend suggested this to me.)

My tournaments are 10 proxy, but I don't own any power, so the power would go straight to that count.  Also to note, my metagame is chock full of creature decks at the moment, but not necessarily the good decks. Elves, Goblins, and some scrubby-lookin decks are around, so it's not fully powered decks. My meta has Tier 1 decks though.

Help would be greatly appreciated.

If you can go proxy, as you said, i'd suggest a BobTPS.
With proxies it's fairly cheap, it's funny to play and really solid.
Just a thing, like any other combo-storm deck, you have to learn to play it.

If you can proxy 5 Moxes, Lotus, and Workshop (for the Sideboard), you'll still have three proxies left for Taigas, Mana Crypt, or three other cards you need for 1-Land Belcher.  Everything else in the deck is relatively cheap to buy or is a Vintage staple.  Bazaar I'd consider a non-essential sideboard card.  If you cut Living Wishes and the wishboard you can make it even more cheaply.

4 Goblin Charbelcher
4 Empty the Warrens
1 Wheel of Fortune
1 Memory Jar
1 Channel
4 Goblin Welder
2 Living Wish
3 Red Elemental Blast
2 Pyroblast
4 Rite of Flame
4 Tinder Wall
4 Land Grant
1 Mox Sapphire
1 Mox Ruby
1 Mox Pearl
1 Mox Jet
1 Mox Emerald
1 Chrome Mox
4 Simian Spirit Guide
4 Elvish Spirit Guide
1 Lotus Petal
1 Lion's Eye Diamond
1 Black Lotus
1 Mana Crypt
1 Mana Vault
1 Sol Ring
1 Grim Monolith
1 Taiga
4 Street Wraith

Sideboard:
4 Caustic Wasp
3 Jester's Cap
2 Ingot Chewer
1 Bazaar of Baghdad
1 Mishra's Workshop
1 Ancient Tomb
1 Taiga
1 Eternal Witness
1 Storm Entity

I wouldn't go with Belcher, IMHO.
If he want to start playing T1 he would buy useless cards for every other deck he might want to play, or try. Not counting that belcher can be stopped easily by an easy lock or a good-aimed FoW.
With BobTPS he'll have some useful t1 cards like underground sea, duress, Force of Will, brainstorm, dark confidant, fetches and tutors that can be used in almost every other archtype.
Then, if his meta remains proxy, he could buy in a future some grim tutors and make a grim/pitch/street/seize Long.
All, obv, is IMHO  Very Happy

EDIT: i've read again the post, he said he play mainly control or aggro control, so he could have already the FoW, Brainstorm, Duress, USea, and Confidant...so it's really cheap to make a TPS then.

Although some people might disagree, I would suggest a High-Tide deck.  Most of the cards are commons and the deck doesn't even really need 10 proxies, unless you're using resets.  The deck can probably be built (excluding proxies/fetches) for under $30.
