Whenever an opponent plays a noncreature spell, you may draw a card unless that player pays {4}

I would remove it. Playing through it is not worth giving your opponent the card advantage (and possibly the FoW to counter your spell), and paying the {4}

is kinda a lot. Gogo Ronam Unicorn!
