Is there something I don't understand which causes Phyrexian Negator to have the template it has rather than the one used on nearly every other card with an ability of this kind?  Compare to Binding Agony, Broodhatch Nantuko, and the card I've quote here for illustration, Filthy Cur.  Is this just an oversight in the standardization of the Oracle, or is the odd text on Phyrexian Negator somehow important?

Negator's templating is different than what would be used were it printed today (see Phyrexian Totem).   However, there's nothing actually wrong with how it's worded now, so it's not been changed.  Not necessarily an oversight, per se, more of a "if it's don't broke, don't fix it."
