on the last tournametn i played, some guy wants to stifle the draw from the drawstep? is this possible?

and wath happens if a player plays recall and draws 1 card much?

You call a judge!


In the Penalty Guidelines, this infraction is called "Drawing Extra Cards".  It's a Warning at Regular REL and a Game Loss anywhere else.  If the game doesn't end (so at Regular RELs), here's the remedy:

212. Card Drawing -- Drawing Extra Cards: If a Game Loss is called for in the Swiss portion of an event that has single-game matches, a Match Point penalty is issued instead. If the game is to continue, return the drawn cards to the zone from which they were moved (or random cards if the identity of the cards is not known to all players) and, if necessary, execute the action correctly.
So in this case if the 4th card isn't uniquely identifiable to everyone, the judge picks a random card and puts it on top.  Note that in a tournament this is only for a judge to do, self-medicating penalties is not a good idea because something may be different that you're missing.
