From the little I know about Q, my impression was that he was much more of a spectator than a player anyhow.  What reason does he have to win anyway? whats the fun of that?  I think he wouldn't even bother with silly ol' Mumm-ra.  He would just assume the roll of MC, and take intrest in the outcome rather than being part of the action.
