Cost:      1 Mana
Card Type:    Artifact
P/T:    
Rules Text (Oracle):    5 Mana: Exchange control of Avarice Totem and target nonland permanent.

Goblin Welder
Cost:      Red Mana
Card Type:    Creature - Goblin Artificer
P/T:    1/1
Rules Text (Oracle):    Tap: Choose target artifact a player controls and target artifact card in that player's graveyard. If both targets are still legal as this ability resolves, that player simultaneously sacrifices the artifact and returns the artifact card to play.

If I activate AT and then respond by using Welder, will the AT's effect be unable to complete itself and fizzle or will I just gain control the target non land permanent ?

If an exchange cannot be completed, the effect will do nothing.  So you won't gain control of the nonland permanent if Avarice Totem is no longer in play.

That's what I figured, but I've heard somethings attempt to resolve 'as much as possible' so I wasn't positive.

Those are only for things involving multiple targets that don't exchange anything i.e. Boom/Bust.
