Here's my new deck. It's untested but I think it looks promising. It relies on Phantatog and putting Replenish on a Panoptic Mirror. Golden Wish also goes on a panoptic mirror and the deck features a wishboard. It has a few hard locks and lots of control, I really wanted to make a stax type deck with enchantments. Here's the list:
Lands: 18
4 Plains
4 Island
4 Tundra
2 Serra's Sanctum
4 Flooded Strand

Creatures: 6
4 Phantatog
2 Erayo

Other spells: 36
4 Standstill
2 Golden Wish
4 Replenish
1 Mox Sapphire
1 Mox Pearl
1 Black Lotus
4 Panoptic Mirror
2 In the Eye of Chaos
2 Stasis
2 Arcane Lab
1 Ancestral Recall
1 Time Walk (alternate win)
1 Timetwister
2 Parallax Tide
2 Aura of Silence
2 Oblivion Ring
4 Mana Drain

Wishboard/Sideboard:15
1 Aura of Silence
1 Oblivion Ring
1 Limited Resources
1 Kismet
1 Mindlock Orb
1 Ivory Mask
1 Back to Basics
1 Treachery
1 LotV
2 Parallax Wave
2 Land Tax
2 Scroll Rack

You want Phantatog to eat enchantments like Stasis at the end of your opponents turn so you get your untap step and you want Phantatog to discard erayo which counts as an enchantment in your graveyard when replenish is played. You also want to put Golden Wish on a mirror to have access to your sideboard which has lots of great lock pieces (Limited Resources which combos with Parallax Tide and Kismet which combos with Stasis). You also have lots of great utility pieces like Mindlock Orb and extra Oblivion Rings and Aura of Silences and Treachery against DSC (maybe Domineer instead?) and Parallax Wave against aggro. It also has the tax rack but that's more to be sided in in case you need more draw game 2. Maindeck you have a couple hard locks like Erayo's Essence with Arcane Lab as well as repeat Parallax Tides under replenish/mirror. The deck is pretty mana intensive so I've included 4 mana drain and 4 standstill for card draw and time to build up your mana base. Thoughts?

Just a minor quibble regarding Erayo, from SCG's Ask the Judge:

"Regardless of what permanent type this card was when it left play, when in any zone other than in play, flip cards have the characteristics of their unflipped versions. This means that this Erayo card will be a creature card only when it is in your graveyard."

No commentary on the deck itself, I just wanted to point out that Replenish won't bring Erayo with the team.

Here are a few thoughts.

Intuition, Gifts, Thirst and Compulsive Research could help load the yard.

Argivian Find is solid.

Hatching Plans combos with Phantatog and Seal of Cleansing.  I could see casting Replenish with 2xPlans and 2xSeal in the yard to draw 6 cards.

One of the best Enchantments to Replenish out is Decree of Silence.  The fact that Decree can be a counter spell is significant.  Also it pitches to Force.
Also Thought Reflection would have strong synergy with Hatching Plans, Thirsts or Compulsive Researches if you used those to load the yard.

Another token card that is almost always seen along side replenish is Attunement.  It does everything you want it to do, and is an enchantment that can put itself in the graveyard.

Attunement looks really good to me and combos with Thought Reflection.

I think you need stronger enchantments.

Form of the Dragon, Decree of Silence, and Solitary Confinement are all very strong enchantments to play. Also consider Leyline of the Void, Wheel of Sun and Moon, Humility, Yawgmoth's Bargain, Opalessence, Sterling Grove, Threads of Disloyalty, Declaration of Naught

If you cast Replenish on a graveyard with Enchanted Evening and 3 lands, do you recurr the lands with that same replenish?

Here's my new list, it's pretty explosive once it gets going and Drains make it easy to get panoptic mirror replenish out pretty often. Then you can get your Hatching Plans/Aura of Silence draw engine out and go nuts pretty fast.
Lands: 20
5 Plains
5 Island
4 Tundra
2 Serra's Sanctum
2 Hallowed Fountain
2 Flooded Strand

4 Bazaar of Baghdad

Creatures: 4
4 Phantatog

Other Spells:36
2 Golden Wish
4 Replenish
1 Mox Sapphire
1 Mox Pearl
1 Black Lotus
4 Panoptic Mirror
1 Stasis
1 Arcane Lab
1 Time Walk
1 Parallax Tide
3 Oblivion Ring
4 Mana Drain
3 Attunement
1 Decree of Silence
2 Declaration of Naught
2 Thought Reflection
4 Aura of Silence
3 Hatching Plans
1 Ancestral Recall
1 Timetwister
1 Form of the Dragon
1 Pursuit of Knowledge

Sideboard:
1 Parallax Tide Unnecessary
1 Oblivion Ring moved to maindeck
1 Arcane Lab (for Combo)
1 Solitary Confinement
2 Declaration of Naught Moved to Maindeck
1 Limited Resources too weak
1 Parallax wave (aggainst aggro)
2 Land Tax
2 Scroll Rack
I already have a better draw engine
1 Form of the DragonMoved to Maindeck
2 Erayo    (against storm)
2 Domineer (against DSC/Platinum Angel mainly)
1 In the Eye of Chaos (against Storm)
4 Argivian Find (to recover dead artifacts mostly but also can help if I'm not drawing replenish and need an answer card like Aura of Silence from my yard)
2 Mindlock Orb (against Combo)
1 Tinker          (to get out faster Panoptics or Orbs if necessary)

It's pretty easy to draw your deck pretty fast with Thought Reflection out. Stasis provides a hard lock and so does Decree of Silence and Parallax Tide/wave with replenish+mirror out. You can make some pretty huge togs too drawing 6 to 12 cards off every attunement or hatching plans with 1 or 2 thought reflections out.

Panoptic Mirror just seems so slow, expensive and ineffective.  Why not load the grave with Intuition and maybe even Bazaar of Baghdad to just win the game with the first casting of Replenish?

The mirror works and is easy to get out with mana drains. More often than not you will have a mirror with replenish by turn 4 or 5 at the latest and having a free replenish every turn is a really powerful effect. Plus you can still win by casting one replenish anyway.

I made a few changes to the deck and now it's more effective. This deck seriously works and is capable of coming back from behind and winning quite easily. It beats Oath pretty easily, Stax is another easy matchup, and post-board it has game against Tendrils too.

If you're running Replenish, there are several cards I would suggest using.  First, Bazaar of Baghdad would fit in here.  Second, I would run Auratog.  Third, Green offers a lot to this deck, including the Enchantresses and Sylvan Library.  Fafnir Enchantress is a maybe, I would probably not run it myself, though.  Fourth, I would run more Hatchling Plans.  Fifth, if you end up running Bazaar (It would be brutal in this deck) and more Hatchling Plans, I would suggest Pursuit of Knowledge as a 1 of.

I added 4 Bazaars, Pursuit of Knowledge and 1 Hatching Plans and cut Attunement.
