This is a deck I came up with if you are expecting a blue or artifact heavy metagame, it runs alot of silver bullets and I realize it's not the best. Here's the list:
Lands: 20
6 Mountain
2 Forest
4 Dryad Arbor
3 Wooded Foothills
4 Taiga
1 Library of Alexandria

Creatures: 16
2 Hammer Mage
4 Rushwood Legate
2 Magus of the Moon
2 Painter's Servant
4 Tarmogoyf
2 Magus of the Library

Other Spells: 24
2 Null Rod
3 Root Maze
2 Pulverize
4 Gamble
4 REB
3 Pyroblast
4 Seedtime
2 Sylvan Library

No sideboard yet...
I think the deck mostly explains itself. Lots of artifact removal, lots of anti-blue cards, some root maze control, and card draw via sylvan library, LoA, and Magus of the Library. Painter's Servant is in there in case they aren't playing much blue. Like I said, I know it's not the best deck by far but it can do pretty well against artifact and blue based decks and is pretty budget (aside from LoA). It's a metagame deck definitely.

It seems like two of the best pieces of disruption you can cast are Null Rod and Root Maze.  I think it would be worth maxing out both of those to 4 each.  If you're worried about your own fetchlands, you could probably cut them for Stomping Grounds.  Have you considered Simian/Elvish Spirit Guides for acceleration?  The difference between turn 1 and turn 2 Null Rod/Root Maze is significant.  Furthermore, SSG gives you the "red force of will" trick with Pyroblast/REB.

The other area in which your deck seems lacking (no offense meant, just my initial reaction) is card advantage.  I don't know what your proxy/card pool situation is, but there are two card drawing engines that come to mind-- Bazaar of Baghdad + Squee or Life from the Loam and cycling lands.  Have you considered either of these?

Also, I feel like Wasteland and Strip Mine are probably auto includes for this type of deck.

shouldn't root maze be coupled with choke (magus of the moon goes if choke goes in)
probably best to keep in board in case you indeed are not playing against a blue deck
spirit guides seem good but that means you probably might not have a full hand to use the LoA or the magus of the library
