I have Platinum angel in play at 5 life.

My opponent attacks, I am at -5 life.

He Swords, but instead I want to Force Of Will, but he says I can't because I don't have anylife to pay.

Though I think i couldn't, I just wanted to know for sure.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

You can't pay what you don't have. You can't FoW or Fetch if you are at 0 or less life.

You can take damage but you cannot pay life.  Wagner has it.
(Nitpick: You can play Force of Will, you just cannot pay the alternate cost Smile )

You CAN play Vampiric Tutor, and lose 2 life upon resolution.

Definitely, and other cards of the ilk where life is lost on resolution rather than as part of the cost.
