Engineered Explosives:

 Sunburst (This comes into play with a charge counter on it for each color of mana used to pay its cost.)
 Sacrifice Engineered Explosives: Destroy each nonland permanent with converted mana cost equal to the number of charge counters on Engineered Explosives.


If Tezzeret the Seeker (or Tinker) are used to put Engineered Explosives directly into play then it is set at zero? Is there anyway to have it set at 1 or 2 in this situation?

Sorry, I searched across numerous sites and couldn't find a direct answer to this.

I am pretty sure it's always zero, and that there aren't ways to make it a number, except for that one card where you can put counters on permanents ( don't remember the name)

Correct. If you put EE into play by any way other than actually playing it from your hand and paying colored maa for it, it will see that you didn't pay any colored mana and Sunburst won't put any counters on it. Goblin Welder is another example of how this can happen. The only way to get counters on it at that point are through cards such as Power Conduit or Giant Fan. Or you could bounce it somehow and then play it normally.

Cool, thanks. I had a slight hope that I could pay colored mana as an added when put into play from Tez.

This leads me to another question though-

Can I cast Engineered Explosives for zero using X amount of colorless mana to prevent burn off a Mana Drain?

Another trick you can do is pay more than 1 of a certain color to get around things like Chalice and Spell Snare. Ultimately, since it only costs  {X} , you can pay any amount for EE, and then Spellburst just checks how many different colors you paid. So you can pay  {1} {U} {U} {U} {W} and it will still only come in with 2 counters.

I guess I might as well mention also that with things like City of Brass or Gemstone Mine, the only valid colors are the standard five, so you can't like tap it for "purple" and have  {W} {U} {B} {R} {G} floating to get 6 counters.
